The rights and responsibilities of the users of the healthcare system are based on article 43 of the Constitution, which recognizes the right to health protection and entrusts the public authorities with organizing and safeguarding public health, through preventive measures and the provision of the necessary facilities and services.

The new charter of citizens’ rights and responsibilities with regard to health and healthcare has been established by the Health Department of the Catalan Government. It adapts citizens’ rights and responsibilities to today’s society and incorporates new aspects that reflect advances in the respect for people’s dignity and improvements in healthcare quality.
