Excloure una part de la poblaci\u00f3 de l\u2019acc\u00e9s a l\u2019atenci\u00f3 sanit\u00e0ria posa en risc la salut p\u00fablica de tota la poblaci\u00f3, augmenta la vulnerabilitat dels col\u00b7lectius en risc d\u2019exclusi\u00f3 social i genera m\u00e9s desigualtats entre la poblaci\u00f3.<\/p>\n<p style=\"text-align: justify;\">La Llei d\u2019universalitzaci\u00f3 de l\u2019assist\u00e8ncia sanit\u00e0ria \u00e9s una obligaci\u00f3 que deriva de la Constituci\u00f3 Espanyola, l\u2019Estatut d\u2019Autonomia de Catalunya, la Llei General de Sanitat i de les normes internacionals, que advoquen pel dret d\u2019accedir en condicions d\u2019igualtat als serveis sanitaris a totes les persones, independentment de la seva situaci\u00f3 administrativa o origen; siguin d\u2019on siguin, vinguin d\u2019on vinguin, tal com s\u2019havia estat fent fins a l\u2019aprovaci\u00f3 del Reial decret llei 16\/2012 per part de l\u2019Estat.<\/p>\n<p style=\"text-align: justify;\">La cobertura universal de l\u2019atenci\u00f3 sanit\u00e0ria ha estat i \u00e9s un tret clau del sistema de salut catal\u00e0, que compta amb un llarg recorregut hist\u00f2ric i que ha estat constru\u00eft en base al consens i a l\u2019esfor\u00e7 col\u00b7lectiu de la ciutadania, els professionals i les institucions.
